The Francophone Immigration Support Network of East Ontario results from the Strategic Plan published in 2006 through the financial support of the Government of Canada and the Interdepartmental Partnership with Official Language Communities (IPOLC), an initiative of the Department of Canadian Heritage.

The Strategic Plan falls within the scope of the objectives of the Strategic Framework published in November 2003 by the Citizenship and Immigration Canada – Francophone Minority Communities Steering Committee. The goal of the Strategic Plan is to foster immigration to Francophone minority communities (FMCs) in order to maintain the demographic weight of Francophone communities at a minimal level of 4.4%.
